  1. Download the .cur files above to a folder you'll remember (e.g. C:\Cursors\).
  2. Open Settings > Bluetooth & devices > Mouse > Additional mouse settings.
  3. On the Pointers tab, select a scheme entry (e.g. "Normal Select"), click Browse, and pick the matching file.
  4. Click Apply, then Save As to name your new scheme. Enjoy the neon.
